Land Record Copmuterization

LAND RECORD COMPUTERIZATION – 100% CENTRAL GOVT. SPONSORED SCHEME

At very first in 1996 Maharashtra Govt. decided to computerize all land record information. At that time the land record was computerized under the project LRC 33 Project. In this project Unix Base software was used to computerize all land 7/12 as well as PR Card. But this software was only for 7/12 extract and there was no link to other village forms hence Maharashatra Govt. decided to make such type of software that the village forms which are linked to the 7/12 are to be entered while doing computerized 7/12. In Sept 2002 there was one committee under divisional commissioner Pune and that committee was doing the work for better Computerization of land record. Hon. Settlement Commissioner and Director of Land Record, Maharahstra State, Pune is supervising all the work of Land Record Computerization.

The responsibility of development of software was taken by NIC . Under the guidance of Senior Revenue Officers the new software is made by this committee named LMIS (Land Management Information System) and for city survey land record the software was made viz.PCIS (Property card Information System). In Sept 2002 there was a training organized by the committee under Divisional Commissioner Pune and Settlement Commissioner Pune and State Informatics Officer, NIC, Mumbai. To attend this training programme, from all Districts One Deputy Collector or Additional Collector rank officer and District Informatics Officer, NIC were invited. Later on those officer who has taken the training was appointed for this project as District Domain Expert ( Deputy Collector Rank Officer) and for technical support District Informatics Officer NIC by respective collectors.

Finally this software was launched by the NIC in Oct-2002 and at primary level the data entry was started at some centres at taluka from selected districts. While doing data entry the problems and the bugs of the software were removed and finally newer version (LMIS 2.1.2) of the software was launched. One Data Base Administrator is appointed for smooth working and maintenance.

In the Hingoli District Data, entry of village form no 7/12 actually started from 14th May 2003. The data entry work was given to NGO at BOOT basis viz. Jijamata Shikshan Sanstha, Hingoli. Then at Taluka level following no of village form no 7/12 was entered in the software.

After this entry of 7/12, validation process was done and in this process the 7/12 extract was checked by the Talathis and operators. To update all entries in the village form No 7/12 Edit Module was launched by the Govt. In this software all mutations are entered up to date in the computerized 7/12.

The On line mutation process was started on priority in the Two talukas as per the guidelines of the Settlement Commissioner Pune. Hingoli and Aundha Nagnath talukas were selected as the pilot talukas in the district. But due to some problems, the on line mutation through edit module are taken in 7/12 to give the up to date 7/12 to Khatedars.

In the Hingoli District, in all Talukas, Mutation through Edit Module are taken on priority. In whole District computerized 7/12 are being given to the Khatedars through Setu Suvidha Kendra (Public Facilitation Centre). At the end of July 2009 following no of 7/12 were issued to Khatedars by Setu.
